ДЕРЖАВНА ПОЛІТИКА ЯК СИСТЕМОУТВОРЮЮЧИЙ ЧИННИК ФОРМУВАННЯ ПІДПРИЄМНИЦЬКОЇ ЕКОСИСТЕМИ СТАРТАПІВ У СФЕРІ ВІДНОВЛЮВАНОЇ ЕНЕРГЕТИКИ
Анотація
Стаття присвячена обґрунтуванню системоутворюючої ролі державної політики у формуванні підприємницької екосистеми стартапів у сфері відновлюваної енергетики. Розкрито теоретичні засади концепції підприємницьких екосистем та місце держави в їх структурі. Систематизовано регуляторний, фінансовий та інфраструктурний інструментарій державної підтримки зелених стартапів. На основі порівняльного аналізу моделей ЄС, США, Китаю та Ізраїлю як малої відкритої економіки виокремлено спільні ознаки ефективних моделей і типові провали. Оцінено стан та системні вади підтримки державної екосистемної політики в Україні та визначено пріоритетні напрями її вдосконалення в контексті повоєнного зеленого відновлення та євроінтеграційного курсу.
