METHODOLOGICAL APPROACH TO CAPACITY-BASED ALLOCATIONOF UKRAINE’S DEFENSE BUDGET AMONG DEFENSE FORCES
Abstract
The article presents one of the possible approaches to allocating Ukraine’s defense budget among the components of the defense forces, taking into account the degree of their involvement in carrying out defense tasks during the planning period. In the context of prolonged armed aggression and limited financial resources, ensuring the efficient, transparent, and well-founded reallocation of budgetary appropriations among the Armed Forces of Ukraine, National Guard of Ukraine, the State Border Guard Service of Ukraine, the Security Service of Ukraine, and other components of the defense forces becomes particularly relevant. The relevance of the study is driven by the need to enhance the efficiency of using limited financial resources under conditions of prolonged armed aggression and growing security challenges. The proposed approach is based on a combination of the principles of capability-based defense planning, the program-target method, and the assessment of the intensity of participation of the defense forces’ components in performing assigned functions and tasks. A system of criteria and indicators is developed to enable a quantitative assessment of the level of involvement of the Armed Forces of Ukraine, the National Guard of Ukraine, the Security Service of Ukraine, and other components of the defense forces in ensuring national security and defense. Within the framework of the study, an algorithm for allocating budgetary resources is proposed, which provide the determination of weighting coefficients for each component of the defense forces depending on their contribution to achieving defense objectives, as well as taking into account task priorities, threat levels, and available capabilities. The practical significance of the obtained results lies in the possibility of using the proposed approach by public authorities to improve the justification of budgetary decisions, ensure transparency in resource allocation, and enhance the adaptability of defense planning to changes in the security environment. The implementation of this approach will contribute to optimizing the structure of defense expenditures.
